Can we start a sub form?

I have some topics which can be started as Sub Forms. I want tot know how to start a Sub Form so that it will have topics on common subject..

We can start a Sub Form "Prevention is better than Cure" under Health & Fitness forum. How can i start it?

i don't think you can, only administrators can do that i think
