Best way i've found is to use the Firefox web browser. It has built in popup blocker. Just enable it in the preferences. It's free and actually more stable than Microsoft Internet Explorer. There are programs that try to block popups but the don't seem to do as good as a job and some even contain spyware which is another issue.
